Actually, One Piece is about 60% filler, they just use the absolute worst kind of filler. A typical anime covers 2 to 3 chapters of manga per episode. At the start of One Piece, they followed that pacing, but as the anime caught up to the manga they slowed down the pace and started putting a bunch of filler in every single episode, filling it with repeated extended reaction animations, extended recaps, and just a bunch of other fluff in every episode. By doing so, they manage to make complete episodes only cover about 0.8 chapters worth of manga (though at this point of the series it's still 1.07 chapter per episode). Basically half of the time in each episode at this point is filler, and in a few arcs it's roughly two thirds of each episode being filler.

Personally, I'd much rather have filler episodes where you can just skip them than have canon episodes with a bunch of filler thrown in that you can't really skip.

I fully understand why they do it...the anime was catching up to the manga, so their options were either throw in a bunch of filler episodes, take breaks between episodes (either releasing every other week, releasing episodes in seasons, or going on a hiatus while the manga gets more of a lead). That doesn't change that there is a ton of filler in the show.
